Maritime Academy Professor for 23 years, published Maritime Author, USCG-licensed unlimited-tonnage (oceans) Master Mariner with over 300,000 miles at sea, world-wide. J.D. from Univ. of San Francisco School of Law, B.S. in Marine Transportation from U.S. Merchant Marine Academy. Worked on roughly 100 cases with 50 different attorneys, testified in both state and federal courts, roughly split between defense and plaintiff's firms. Expert's Profile

Capt. Messer-Bookman has worked as a maritime educator since 1992, when she opened her own USCG license preparation school in Sausalito, CA, while attending law school. In 1995 she joined the professoriate at California Maritime Academy and taught various subjects there until she retired in 2018. While at the Academy, she participated as a senior officer aboard the Academy's training ship, instructing cadets in all aspects of navigation, safety and vessel operations. She holds an active USCG unlimited tonnage oceans Master's license, the highest commercial maritime license available. She has over 300,000 miles at sea as a ship's officer. She has taught navigation and other maritime subjects for organizations such as the U.S. Power Squadron, and has offered weekend seminars at local marine venues.

Capt. Messer-Bookman has served as a maritime expert witness and consultant since 1998, and has testified in both state and federal courts. She has been retained approximately 50 times, roughly evenly split between defense and plaintiff firms.

She has authored three books and contributed a chapter to the newest edition of The American Practical Navigator (Bowditch). Noticing an almost universal lack of knowledge about the casualties that shape the commercial maritime world, Capt. Messer-Bookman wanted to offer a casualty seminar to senior cadets at the Academy. Finding no suitable text, she used a sabbatical period to write one. "Maritime Casualties: Causes and Consequences" was published in 2015 and is now the text used for the maritime casualty seminar class that she offered for the first time in 2017.

An avid boater, she has owned sail and power vessels ranging from runabouts to a 46-foot cruising ketch, to a 70-foot tug. She and her husband currently own a 50-foot steel trawler yacht.
