About the Expert

Before joining Safety Controls Technology in February of 2011, Mr. Medlock served over 33 years in the forefront of occupational safety & health working for the Occupational Safety & Health Administration (OSHA). During his tenure he served in OSHA's Area, Regional, National and State Plan offices completing many assignments critical to the Agency and becoming well respected in the labor and business communities. As Area Director of OSHA's Cleveland Office for more than 19 years, he oversaw over 17,000 inspections and more than 40 significant cases which included penalties over $100,000. An expert in OSHA policy and compliance, he has been favorably recognized by OSHA and Department of Labor (DOL) for sustained performance and special projects imperative to the mission of OSHA. Mr. Medlock is an effective communicator and public speaker. He has conducted more than 150 public speaking engagements for the Occupational Safety and Health Administration. An expert negotiator, he has successfully settled thousands of cases involving OSHA Citations in addition to providing testimony for the Secretary of Labor in OSHRC cases.

While serving as Vice President for Safety Controls Technology (SCT), Mr. Medlock has successfully helped manage a professional staff with various job descriptions related to Safety Consultation, Industrial Hygiene, and Occupational Health Services in workplaces throughout the state of Ohio and nationwide. SCT's Expert Witness department is staffed with highly experienced industry professionals and former safety directors/managers from government, manufacturing, and construction.

  • Robin Medlock - Senior Vice President SCT
    Under Rob Medlock’s direction, he and his team have assisted clients in overcoming costly OSHA citations and third-party claims. Mr. Medlock studied at Indiana State University where he received his bachelor’s degree in Safety Management. He began his career with OSHA as a Student Intern, and during the next 14 years he moved through the ranks as a Compliance Officer, State Plan Monitor and Supervisor working in Kentucky, Illinois and Ohio. In October 1991, he was selected as Area Director for the Cleveland Area OSHA Office where he served until his retirement in 2011. During his tenure as OSHA Area Director, Mr. Medlock has led his office in conducting more than 17,000 inspections and implemented several OSHA Emphasis Programs including a Construction Fall Hazard program which was adopted nationwide by OSHA.
  • Kelly Baker - Director of General Industry Services
    Kelly Baker, Director of General Industry Services, is an integral part of SCT’s General Industry Safety and Training Department. Ms. Baker has a keen eye and incredible attention to detail, which makes her an invaluable asset during OSHA compliance audits and facility inspections. Ms. Baker has worked alongside Senior Vice President Rob Medlock as his assistant on several OSHA cases, reviewing case files for expert witness cases for Intentional Tort, VSSR, and 11(c). She also has experience working in the field as a safety management project and training employees. Ms. Baker has also conducted gap analyses to establish current OSHA compliance status.
  • Jay Medlock, CSP - Director of Compliance Services
    As Director of Compliance Services, Jay Medlock works with our team of experts, on OSHA compliance cases, hazard abatement incidents, machine guarding, expert witness cases, and research. Mr. Medlock joined SCT in 2011, holding multiple positions including Occupational Safety and Health Technician, Assistant General Manager, and Director of Small Business. He has overseen many large-scale projects in our Construction Division, including glass furnace demolitions and reconstructions as well as sheild buliding projects for nuclear plants. He was also the Environmental Health and Safety Manager for Cuyahoga County, where he directed site safety audits, program development, and other responsibilities.
  • Dennis Hobart - Director of Construction Services
    With 18 years of experience in the field of trenching and excavating, SCT Director of Construction Services Dennis Hobart has spent his career designing and maintaining safe trenches on jobsites across Ohio. In addition to his work in the field, Mr. Hobart has trained thousands of construction, industrial, municipal, and emergency workers in excavation safety and trench rescue. Joining SCT in 2014, Mr. Hobart performs safety and health audits of trenching sites and is part of SCT’s safety and health training team, where he teaches OSHA 10- and 30-hour courses as well as trenching and excavating safety
  • Chris Banyai, CSP - Occupational Safety Consultant
    Chris comes to SCT with previous safety management experience in food manufacturing, paper industry, and scrap metals recycling. Chris has held multiple duties from handling the daily safety responsibilities at a plant level, investigated accidents, directed injury management program, oversite of EHS on capital projects, site security, and ensuring environmental compliance. Chris has a diverse experience managing safety and health strategically from both a site level to corporate. Additionally, his experiences in auditing many facilities and mentoring site capabilities have helped leadership teams achieve improved performance in their safety program. Chris holds a bachelor’s degree in Safety Sciences from Indiana University of Pennsylvania and is a Certified Safety Professional with 10 years’ experience in occupational health and safety. At SCT, Chris supports the General Industry team and focus on OSHA compliance through auditing, gap analysis, expert witness, and training services.
  • Dave Walker - Director of East Coast Operations
    Dave Walker has 25 years of safety and environmental experience in the textile manufacturing industry. Dave has just about done it all in the world of occupational safety and health, but he owns a high level of expertise in Lockout/Tagout, Machine Guarding, OSHA Compliance, and design of Safety and Health Management Systems. Beginning in September 2013, Dave was the Corporate Director of Environmental, Occupational Health & Safety and Facilities Management at Formed Fiber Technologies/Conform Gissing International in Auburn, Maine. Among many achievements, Dave developed and oversaw the implementation of a Safety and Health Management System that resulted in significantly decreased injury trends
  • Tim Gordon, CIH, CSP - Occupational Safety and Health Specialist
    Tim Gordon, CIH, CSP came to SCT in early 2018 after a 40-year career as an industrial hygienist, occupational safety professional, and environmental scientist. Tim has devoted 6 years of his career at the corporate level in chemical manufacturing primarily working as an industrial hygienist while 21 years were in a corporate Environment, Health, and Safety leadership role in auto parts manufacturing. In addition to his competency in industrial hygiene and exposure assessment, he is proficient in OSHA compliance matters with significant experience in hazardous energy control, machine safeguarding, ergonomics, powered industrial vehicle operations as well as health and safety management systems. As a consultant with SCT, he has worked with a variety of clients to assist with hazard assessment and OSHA compliance. Expert witness cases he has contributed to include a shipping dock fatality, a combustible dust citation, and a potential community exposure to industrial vibration.
