Expert's Profile

Ms. Kelly is Past President of the American Board of Forensic Document Examiners (ABFDE), Fellow and current Section Chair of the Questioned Documents Section in the American Academy of Forensic Sciences (AAFS). In 1993, Ms. Kelly completed the rigorous certification testing process of ABFDE. Ms. Kelly was appointed to the Board of Directors of the American Board of Forensic Document Examiners (ABFDE) in 1995 and served as Recertification Committee Chair (1995-1999), Secretary (1999-2010), and President (2001-2003). Ms. Kelly has published numerous articles and is a primary author and editor of two books: Forensic Examination of Rubber Stamps in 2002 and Ordway Hilton’s 2006 Second Edition of Scientific Examination of Questioned Documents. Both books are used as training and reference sources for forensic document examiners. Ms. Kelly received the Ordway Hilton Award in 2004 by the Questioned Documents Section of the American Academy of Forensic Sciences. The American Board of Forensic Document Examiners recognized Ms. Kelly’s achievements in the presentation of the Charles C. Scott Award in 2002 and the New Horizon Award in 2007. In 2004, the Rotary Clubs of Southern Nevada recognized Ms. Kelly by awarding her Safety Officer of the Year.

Ms. Kelly was licensed in Registered Nursing by the State of Oklahoma from 1987 to 1997. Writers suffering from illness, injury, physical deformity, or who are taking prescription medications are common in cases such as Last Will and Testament, Contracts, and medical records. Ms.Kelly's knowledge of the impact that illness, injury, physical deformity, or medications can have on the writing of the writer is considered in the examination process.

Ms. Kelly has participated in proficiency testing since 1997 and her examinations follow the ASTM guidelines. Her laboratory is equipped with state-of-the art instrumentation that includes an Electrostatic Detection Apparatus (ESDA), a Video Spectral Comparator (VSC), a stereo- microscope, numerous measuring devices including typewriter grids, a scanner, and photographic equipment.

Jan Seaman Kelly is also a Footwear Impression Examiner who offers services as a consultant, an examiner, and a case reviewer. Ms. Kelly’s research of using Gentian Violet to recover or enhance impressions was presented at the 2010 NIJ Symposium. Footwear impression examinations include comparison of known shoe outsoles to shoeprints made by an unknown source. Recovery of latent or light footwear impressions is offered.

Ms. Kelly is a consultant, an examiner, and a case reviewer in Forensic Document Examination and Footwear Impression Evidence. These services are provided in civil, criminal, and administrative courts for the plaintiff or defense. The initial consultation is free.
