| Abstract: Bill Flynn has an extensive background in law enforcement including 18 years of supervisory and management experience. Mr. Flynn has qualified in State Superior Courts and U.S. Federal Court as an expert witness in the area of Police Practices and Procedures; Police Officer Misconduct; Unlawful Detainment/Arrest; Excessive Force; Wrongful Death; Criminal Investigations; Interrogations/Confessions; Surveillance Techniques; Search/Arrest Warrant Service. Mr. Flynn holds a Masters Degree in Public Administration, a Bachelor of Science Degree in the Criminal Justice System, and he is the recipient of the State of California POST Commission’s Basic, Intermediate and Advanced Police Officer Certificates.
Mr. Flynn has extensive experience as a Patrol Sergeant, Patrol Division Lieutenant, and Investigation Division Lieutenant where he supervised, managed, and trained police officers and investigators in order to insure that their conduct in the field was consistent with recognized and practiced police policies and procedures as defined by California Peace Officer Standard of Training (POST) standards and by department policy manual.
As a Field Sergeant in the Patrol Division, Mr. Flynn was involved in the day to day training and supervision of police officers and was in charge of all field operations on the particular shift in which he was assigned. He was also assigned as a Sergeant on the department’s Special Weapons and Assault Team (SWAT) and, as such, supervised all incidents involving hostage situations and barricaded suspects.
As a Lieutenant assigned to Internal Affairs, Mr. Flynn investigated cases involving alleged police officer misconduct and cases involving criminal activity that were allegedly committed by police officers.
Mr. Flynn also commanded a multi-jurisdictional Major Crime Task Force comprised of personnel from 12 different jurisdictions throughout Los Angeles County that involved informant development, investigation, mobile/air surveillance and the apprehension of career felons. This extremely sensitive assignment required constant supervision, management, and training involving the Unit's personnel in order to insure that their activities were consistent with recognized and practiced police policies and procedures.
Mr. Flynn has taught at the college level for 30 years and holds a State of California Lifetime Teaching Credential in the field of Police Science and Administration; Public Services; and Public Administration. He has taught at California POST certified in-service training seminars and has sat on the California Police Officer Standard of Training (POST) Advisory Panel that set the teaching standards and curriculum for the State of California Police Academy requirements.
