| Mr. Loy uses his 35 years experience and knowedge of the respective roles of the project team to provide project dispute resolution, change order analysis, claims analysis &rebuttal, claims consulting and preparation, and expert witness testimony about professional liability claims for insurance carriers, sureties, law firms, and other parties. | I have over 35 years experience with Degrees in Architecture and Engineering as well as being a Certified Construction Manager (CCM).
My experience spans virtually every type of building and design process known to man. My strength centers on my understanding of the dynamics and interactions unique to every building project. Whether CM at risk, CM agency, Design-build, or Design-bid-build, I have been on all sides of the ball.
Understanding the parameters of your specific building project and your case needs allows me to address those needs efficiently, accurately and successfully. I evaluate and "see the big picture" of how the conflicts being addressed were created and escalated to result in your claim, conflict or litigation.
I focus on presenting the information supporting my findings and your case needs in a professional yet simple manner which can be understood by a lay person and/or jury.
Having been a teacher of many of the principles and processes used in the industry I know how to explain the difficult technical aspects of the information and analysis in a way which makes the facts understandable and believeable to the people who need to grasp the facts. Whether it is opposing counsel, insurance company or a judge or jury.
The following is a brief description of my experience:
My father was a General Contractor so I have been around it all my life. I started answering the phone at Loy & Company at 12. I worked at every role in his business in the summers, from digging footings by hand to carpentry, to procurement of materials, contracts and financing, to sales I learned it all. At 19 I successfully ran the business for a year while my Father recovered from an illness.
I received my Bachelop of Architecture degree in 1976 and immediately went to work for TVA as a structural engineer in the nuclear design program. I went to Graduate school at night and received my Masters degree in Civil Engineering in 1982. When I left TVA in 1984 I had advanced to the position of Director of Engineering Services.
I served as the Regional Engineer for the American Institute of Steel Construction for 2 years and as DIrector of Construction and Development for the largest development company in Tennessee for two years when I went into business for myself in 1988.
I founded Construction Plus Inc. (CPI) based upon principle centered leadership and have served as the President and CEO to the present time.
CPI has won local, regional and national awards for design, cost, innovation, leadership, growth, business excellance and safety.
Over the last 7 years I have provided consulting and expert witness services for several clients. This led to additional requests by attorneys who were exposed to my work or referred by clients; I have found the work very enjoyable and fullfilling.
Utilizing my 35 years experience and broad range of training and skills I formulate easy to understand summations of cases and what the documentation shows to be the proveable timeline of the events creating the respective conflict(s) being litigated.
I am told my organization skils combined with my verbal skills make me a valuable and credible witness. I have been told I present a credible resource in appearance and in verifiable qualifications and training. There are no skeletons in my closet to surprise my team such as bankruptcys, liability claims, client issues, criminal records, substance abuse, or other unpopular or discrediting types of behavior.
Providing consulting and expert witness services is a venue I wish to cultivate and expand over the next 10-15 years.
